Do retail stores have to accept returns and give refunds?

No. In California there are no laws or codes that state that retailers have to accept returns and give refunds. Each store sets its own policy, but most well-established stores provide store credit or cash refunds with a receipt.

If a store doesn’t allow customers to return merchandise (with a receipt) within seven days of purchase for a full cash refund, equal exchange, store credit, or any combination of the above, then stores must post their policy.

The policy must be posted conspicuously, either at the point of entrance, at each cash register, on the merchandise tags, or on the sales receipt. Retailers who don’t fit into the seven-day common practice approach must abide by the above mentioned civil code. If the retailer violates the law, then you can sue them in small claims court for the amount of the purchase and maybe possible penalties.
